Road rehabilitation hampered by contract woes

Work on the pavement in Bellevue Road, Musgrave, has been put on hold.

MILLIONS of Rands budgeted for the resurfacing of roads within the city have not been used for their intended purpose because areas of the city don’t have a roads rehabilitation contract in place

Ward 31 Councillor Chris Pappas said this was mainly due to procurement issues and problems with incomplete documentation. “There has been no work undertaken on hundreds of kilometers of roads that were scheduled for rehabilitation (resurfacing). This has affected mainly the Central, Western and Northern areas of the city from what I can establish,” said Pappas.

“Officials in the roads rehabilitation department are using in-house staff but are severely limited due to capacity constraints. The City identifies roads for resurfacing through a pavement management system which identifies roads based on a formula that uses a rotational cycle. With one-and-a-half months left in the financial year, there seems to be no hope for the rapidly deteriorating roads in many parts of the city,” he said.

Pappas said the procurement and supply chain management of the city continued to hamper many projects and plans.
